Senator Capito announces major federal investments for West Virginia communities

CHARLESTON, W.Va. (WVVA) – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), a senior leader on the Senate Appropriations Committee, highlighted Congressionally Directed Spending (CDS) awards she supported that were included in the recently passed Appropriations bills— Fiscal Year 2026 Military Construction, Veterans Affairs, and Related Agencies, and Agriculture, Rural Development, Food and Drug Administration, and Related Agencies. Additionally, full-year funding for the Women, Infants, and Children (WIC) program and Supplemental Nutrition Assistance Program (SNAP) was included in the Agriculture Appropriations bills, which will provide much needed certainty for recipients.

I’m so proud of the investments we were able to secure in the recent Appropriations bills. They reflect exactly what Congressionally Directed Spending is supposed to do, which is direct federal resources to projects that meet real needs in our communities and deliver long-term benefits for West Virginians. Whether it’s strengthening the infrastructure that supports our veterans and military families or supporting our first responders, this funding will help move our state forward and improve lives across West Virginia. I look forward to continuing our work to advance more Appropriations bills—including my Labor-HHS bill—and finish the process.

Awards Senator Capito Supported Include:

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies CDS:

  • Mullens Fire Dept (Wyoming County): $1.5 million to replace flood ridden fire station.
  • Pocahontas Emergency Operations Center (Pocahontas County): $1.5 million to establish a facility that enhances emergency response capabilities within the community while addressing critical safety concerns.
  • Ridgeley Fire Department (Mineral County): $2.8 million to construct a fire station.
  • Poca Public Safety Building (Putnam County): $2.4 million to construct a building to house Poca Police Department, Fire Department, and municipal offices.
  • Nicholas Community Facilities (Nicholas County): $600,000 for renovations to the courthouse and Indian Rocks Park.
  • Sistersville Hospital (Tyler County): $3.6 million to support an expansion at the hospital that will increase bed capacity, with additional in-patient and swing beds.

Military Construction, Veterans Affairs and Related Agencies CDS:

  • C-130J Apron Expansion project at McLaughlin Air National Guard Base (Kanawha County): $4 million to support the 130th Airlift Wing in its missions flying the C-130J aircraft.
  • Fire Station Support Building at Camp Dawson (Preston County): $1.5 million in Design Funding for a fire and rescue facility to support Camp Dawson as well as search and rescue for public highways that traverse Camp Dawson training areas in Preston County.
  • General Instruction Building at Camp Dawson (Preston County): $1.5 million in Design Funding to support specialized training requirements, including for the West Virginia National Guard’s Army Interagency Training and Education Center (AITEC) which trains Guardsmen nationwide in chemical, biological, radiological, and nuclear response.

Other Funding Provisions That Support U.S. Service Members and Veterans:

  • Veterans’ health care: $115.1 billion to support veterans’ medical care, including $59.2 billion for care at VA facilities and $34 billion for care in the community.
  • Veterans’ mental health: Provides $18.9 billion for veterans’ mental health programs and $3.5 billion for programs to prevent homelessness among veterans.
  • Caregivers Program: Provides $3.5 billion for the Caregivers Program.
  • Veterans’ benefits: Provides $263.7 billion for veterans’ benefits including disability compensation, education benefits, and vocational rehabilitation and employment training.
  • Military construction and quality of life projects: Provides $19.7 billion for military construction and family housing projects around the world. This includes $1.9 billion for military family housing and $1.3 billion for barracks, dorms, and other unaccompanied housing for service members. The bill also includes $1.3 billion for quality-of-life projects such as schools, child development centers, hospitals, and dining facilities.
